A mandatory review of the regulation governing EV charging points, hydrogen stations, and clean fuel infrastructure for ships and aircraft invites input before a revised proposal is drafted
March 23rd, 2026 – The European Commission is reviewing Regulation (EU) 2023/1804 on the deployment of alternative fuels infrastructures (AFIR) as required by the regulation itself. AFIR is the EU’s main legal instrument to ensure that sufficient and accessible charging and refuelling infrastructure is in place across the EU for zero and low emission vehicles, vessels and aircraft. A full impact assessment will accompany the review, and a 12-week public consultation will follow in Q2 2026. The current Call for Evidence is the first formal opportunity to submit views before the process begins.
The outcome of this review could result in a revision for EV charging point deployment targets, hydrogen stations, and alternative fuel infrastructure at ports and airports, as well as changes to how prices are displayed at public charging stations and how compliance with technical standards is enforced.
The impact assessment will weigh a range of options against a baseline of no change. These include measures to accelerate the rollout of charging infrastructure for light-duty vehicles in areas where deployment is lagging; adjusted targets or frameworks for heavy-duty vehicle recharging and hydrogen refuelling to reflect new technology developments; updated requirements for ports and airports covering future fuels and technologies; consumer-facing measures on price transparency and integration of charging into the electricity system; improved enforcement of technical standards through certification schemes and better data access; and simplification of national planning and reporting obligations.
Who can participate and how can I do so?
The Commission states that all individuals and organisations are welcome to respond. Those with the most direct stake in the outcome, however, such as the recharging and refuelling infustry, national, regional and local authorities, automotive and manufacturing companies, port and airport operators, or environmental NGOs and consumer organisations are particularly invited to participate.
Responses to the Call for Evidence can be submitted via the European Commission’s Have Your Say portal. The full public consultation questionnaire will be available in all 24 official EU languages when it launches in Q2 2026.
Deadline for the Call for Evidence’s feedback period is April 20th, 2026.
